The early parliamentary elections in Moldova on 28 November were well administered and offered voters a genuine choice, while the media provided a broad range of political views and election-related information, says the final report released by ODIHR on 26 January.
 
Despite this positive assessment, the report also notes that further effort is needed to improve public confidence in Moldova’s democratic process.
 
The report contains 20 recommendations on potential reforms, including that steps be taken to avoid the sort of extended political stalemates that have resulted in frequent and repeated national elections in Moldova in recent years and that significant efforts be made to improve the country's voter lists.
