About the event

Police play an important role in enabling people to exercise their right to freedom of peaceful assembly. Clear responsibilities, careful planning and accountable decision-making help ensure that assemblies are facilitated in line with human rights standards.

ODIHR and the Human Rights Defender’s Office of the Republic of Armenia are organizing a three-day training course for Armenian police commanders. The course will provide practical knowledge and tools for planning and managing police operations during assemblies, in accordance with international human rights standards and OSCE commitments.

The training draws on findings and recommendations from the Human Rights Defender’s monitoring of assemblies in Armenia, alongside international standards and good practices set out in ODIHR’s Human Rights Handbook on Policing Assemblies.

What will the training cover

Participants will examine:

  • The right to freedom of peaceful assembly and the responsibilities of police in protecting it;
  • Command structures, roles and responsibilities during assemblies;
  • The use of information to support planning and assess threats and risks;
  • Planning to avoid the use of force, and the principles of legality, necessity and proportionality;
  • Police accountability and internal and external oversight.

On the final day, participants will apply their learning in a practical tabletop exercise based on a simulated assembly. They will work through planning decisions, assess risks and consider how to respond as events develop.

Participation and contact

The course is designed for Armenian police commanders and will be delivered by experts with experience in human rights, assembly monitoring and public order policing. Participation is by invitation only.

Sessions will take place in English and Armenian, with simultaneous interpretation.
