Political Integrity for Mongolian Parliamentary Political Parties

The 1990 OSCE Copenhagen Document recognizes political parties as essential to pluralist democracy. Political parties select candidates, form governments and shape legislative agendas; their internal rules and practices therefore play an important role in ensuring integrity in public life.

ODIHR is organizing a series of three workshops in Ulaanbaatar to support parliamentary political parties in Mongolia in strengthening political integrity. Each workshop will be tailored to the needs of the participating party. ODIHR will review its statute, internal documents and existing practices, and provide tailored guidance and practical recommendations to support the development or strengthening of its code of conduct.

In line with ODIHR’s commitment to democratic governance and multi-party democracy, the Office responds to requests for assistance from parliamentary parties and ensures that equivalent support is offered to all other parties represented in the legislature.

Workshop format

Each workshop will consist of two sessions. The first will introduce ODIHR’s work on public ethics and its guidance on codes of conduct and integrity systems for political parties.

The second session will focus on practical application: how to develop or amend a party code of conduct, and how to address ethical dilemmas that party members may encounter in the course of their work. Participants will examine these issues through practical case studies.

The workshops will be led by Nina Chanturia, ODIHR Democratic Governance Officer and Anti-Corruption Focal Point, together with Fernando Casal Bértoa of the University of Nottingham, a member of ODIHR’s Core Group of Experts on Political Parties.
