Guidelines on advancing disability-inclusive parliaments: an assessment methodology and insights from the OSCE region
Disability inclusion in political and public life means ensuring that persons with disabilities can meaningfully exercise their political rights and participate in all political and other public decision-making processes, including through representation, lawmaking, oversight and public policy processes.
These Guidelines aim to support national parliaments in becoming more disability-inclusive institutions. Disability inclusion in parliaments remains a relatively underdeveloped topic in the OSCE region, and, while progress has been made in many countries, more efforts are needed. For disability inclusion in parliaments to be pursued systematically, we need a clear definition of the concept of a disability-inclusive parliament and a comprehensive methodology to assess it.
