Portugal: Urgent Opinion on the Bill No. 398/XVII/1 on Measures to Protect Children in Digital Environments
On 24 April 2026, the President of the Committee on Constitutional Affairs, Rights, Freedoms and Guarantees of the Assembly of the Republic of Portugal sent to the OSCE Office for Democratic Institutions and Human Rights (hereinafter “ODIHR”) a request for a legal review of the Bill No. 398/XVII/1 on Measures to Protect Children in Digital Environments (hereinafter “the Bill”).
This Urgent Opinion was prepared in response to the above request. ODIHR conducted this assessment within its general mandate to assist OSCE participating States in the implementation of their OSCE human dimension commitments.
