Ukraine: Opinion on the Regulation on the Regular Evaluation of Judges
On 12 November 2025, the Rector of the National School of Judges of Ukraine (hereinafter “NSJ”) sent to the OSCE Office for Democratic Institutions and Human Rights (hereinafter “ODIHR”) a request for a legal review of the Regulation on the Regular Evaluation of Judges, as approved by the High Qualification Commission of Judges of Ukraine on 29 September 2025 (hereinafter “Regulation”).
This Opinion was prepared in response to the above request. ODIHR conducted this assessment within its mandate to assist the OSCE participating States in the implementation of their OSCE human dimension commitments.
