Prosecutors and Hate Crimes Training (PAHCT) - Trainer's Manual

ODIHR’s Prosecutors and Hate Crimes Training (PAHCT) is designed to improve the responses of prosecutors to hate crimes by giving them the knowledge and skills to apply national law and to ensure consistency in the appropriate qualification of hate-based offending.
