Training Against Hate Crimes for Law Enforcement (TAHCLE) - Trainer's Manual

ODIHR’s Training Against Hate Crime for Law Enforcement (TAHCLE) programme is designed to improve law enforcement responses to hate crime cases by giving police the knowledge and skills to recognize, understand and effectively investigate hate crimes, whilst taking a victim-centred approach.

The manual includes key modules on the hate crime concept, hate crime investigation and the sensitive and respectful treatment of hate crime victims. TAHCLE is modular, practical and adaptable to national legal systems and local contexts. It uses interactive methods, such as  real examples, group discussions and exercises, to build participants’ skills in identifying and investigating hate crimes. The manual is being made available publicly for the first time to encourage the development of training programmes on hate crime for law enforcement and supplement existing training agendas. ODIHR works with national authorities to develop and customize training programmes to ensure they meet identified needs and respond to relevant challenges.
