Developing Parliamentary Integrity Standards: Spotlight on the EU’s Eastern Partnership and OSCE Regional Perspectives

Overview

ODIHR is bringing together representatives from the parliaments of Armenia, Moldova, and Ukraine to discuss how to strengthen integrity and transparency in parliamentary work. The event focuses on sharing practical experience and improving tools such as codes of conduct and other integrity mechanisms. The conference will review progress in the three partner countries, highlight successful approaches across the region, and identify next steps to strengthen parliamentary integrity. ODIHR will also hold separate consultations with each parliament to discuss ongoing needs and future cooperation.

Why This Matters

Public trust in democratic institutions is declining across many countries, often linked to concerns about corruption. Recent surveys, including the Eurobarometer and Transparency International’s 2024 Corruption Perceptions Index, show low levels of confidence in public institutions, especially in Eastern Europe and Central Asia. Strengthening integrity systems in parliaments is essential to rebuilding trust and ensuring accountable governance.

ODIHR’s Role

ODIHR has been supporting parliaments across the OSCE region for over a decade through practical guidance, tools, and country-specific assistance. Recently, this work has focused on helping Armenia, Moldova, and Ukraine develop or improve gender-sensitive codes of conduct and strengthen their integrity systems.
