This annual meeting is a chance to expand research, network with colleagues and disseminate knowledge about the political participation of people with disabilities in the OSCE region.
In 2025, with support of the OSCE's Chairperson-in-Office, ODIHR will organize the annual meeting in Finland. Similar to previous meetings, there will be dedicated sessions for co-ordinating work and sharing expertise with panel members, updating and discussing with the Panel the ODIHR’s relevant work. Certain panel members will also deliver sessions on their ongoing activities, as well as other important developments and issues related to the participation of persons with disabilities in public and political life.
Convened in 2021, ODIHR Advisory Panel on the Political Participation of Persons with Disabilities provides advice, guidance and recommendations to support ODIHR in its work to enhance disability inclusion in political and public life. The 10-member panel consists of independent experts from across the OSCE region, including former and current MPs, representatives from civil society, and experts from academia and other international organizations. Most of the panelists self-identify as disabled. Thus far, the Panel has held three annual meetings in Warsaw (2022), Dublin (2023), and Warsaw (2024). Previous annual meetings have provided a forum for panelists to share and co-ordinate their activities as well as provide their expertise and input to ODIHR’s programmatic work. In particular, the 2023 meeting in Dublin was notable for the launch of ODIHR’s eLearning course on the political participation of persons with disabilities at the Irish Parliament and the subsequent publication of the Dublin Recommendations, a document that guides ODIHR’s interventions in this topic and is actively in use in OSCE institutions.
