Hate Crime Training for Prosecutors: Training of Trainers
Workshop
- Date:
- Location:
- Centre for Training in Judiciary and State Prosecution of Montenegro, Podgorica
- Organized by:
- ODIHR

About
Prosecutors play a decisive role in efforts to address hate crime. When equipped with the tools and knowledge to identify potential hate crime cases, prosecutors are able to apply the available evidence to effectively prosecute hate crimes using the most relevant legal provisions.
ODIHR’s three-day training workshop will prepare participants to train other prosecutors to recognize and work with hate crime cases. This approach will enable ODIHR’s comprehensive Prosecutors and Hate Crimes Training (PAHCT) programme to be applied throughout Montenegro’s prosecution services.
About the event:
Participants will begin by exploring the nature and extent of bias and prejudice in their communities and reviewing the hate crime provisions in Montenegro’s legislation. By examining case studies, they will learn to identify potential hate crime cases and apply this information to prosecute hate crimes using the most relevant legal provisions. They will identify steps to overcome practical barriers to prosecuting hate crimes, such as improving mechanisms to collect and share hate crime data, including with law enforcement. On the final day, participants will have the opportunity to practice delivering the training content to other prosecutors before receiving feedback and training tips.
