BAKU, 21 December 2007 - Building the capacity of the office of the Ombudsman of the Azerbaijan Republic is the aim of a training course that began in Baku today.

Organized by the OSCE Office in Baku and the OSCE Office for Democratic Institutions and Human Rights (ODIHR), the course will help strengthen co-operation between the Ombudsman and government institutions, and develop closer ties with civil society.

"Ombudsman institutions play an important role in protecting and promoting human rights. We hope that this training course, carried out upon the invitation of Ombudsman Elmira Suleymanova, will help strengthen the capacity of her office in resolving human rights issues," said Mark Guthrie, the Deputy Head of ODIHR's Human Rights Department.

Invited speakers include Barbara Batchelor, who worked in the office of the UK Parliamentary and Health Service Ombudsman, and Johan Hjalmarsson, of the office of the Swedish Ombudsman for Ethnic Discrimination.

The training is supported by the ODIHR Focal Point for Human Rights Defenders and National Human Rights Institutions, which assists in establishing and strengthening independent human rights institutions.

The course was financed by the Federal Republic of Germany.
