Following an invitation from the Permanent Mission of the Republic of San Marino to the OSCE to observe the 11 November 2012 early parliamentary elections, the OSCE/ODIHR undertook a Needs Assessment Mission and recommended the deployment of an Election Assessment Mission. However, given the short timeframe before the elections and the available resources, the OSCE/ODIHR was not in a position to undertake such a mission for the elections.
