Following an invitation from the Election Commission and the Head of Administration of the Chechen Republic to observe the referendum on the draft constitution and election laws, a joint assessment mission comprising of OSCE/ODIHR and the Council of Europe’s Secretariat visited the Russian Federation, including the Chechen Republic, from 26 February to 3 March 2003.
