Needs assessment mission
Parliamentary Elections, 2 March 2003
Following an invitation from the Permanent Mission of the Republic of Estonia to the OSCE to observe the 2 March parliamentary elections, the OSCE/ODIHR undertook a Needs Assessment Mission (NAM) to Estonia between 2-5 February. The NAM concluded that the deployment of an election observation mission cannot be justified.
