The TAHCLE programme draws heavily from OSCE participating States’ experiences in confronting hate crime and builds on the success that the law enforcement agencies have had in tackling the problem. On 23 March 2012, the OSCE Office for Democratic Institutions and Human Rights (ODIHR), in co-operation with the Croatian Ministry of Interior, presented the Training Against Hate Crimes for Law Enforcement (TAHCLE) programme to law enforcement officers in Zagreb.
