Protecting human rights while countering terrorism

Fighting terrorism is only effective when human rights are protected. ODIHR provides legal and policy advice and training that strengthen both security and human rights.

Our work

Counter-terrorism measures that violate human rights make societies less safe. They fuel resentment, weaken trust and cooperation with the people and communities they seek to protect and undermine international cooperation. 

Through expert advice and tailored policy guidance, ODIHR helps states align their counter-terrorism laws and policies with international human rights standards. We also facilitate dialogue between authorities, civil society and the communities most affected, ensuring that measures are fair, transparent and accountable.

A central focus is strengthening the skills of public officials, the police and other security sector actors. ODIHR’s training courses highlight how respect for rights — such as due process, fair trial and freedom from discrimination — protects individuals and improves investigations and public safety.
