Our work

The OSCE Office for Democratic Institutions and Human Rights provides assistance and expertise to OSCE participating States and civil society by observing elections, reviewing legislation, advising governments on how to strengthen democratic institutions and by producing tools and conducting training for government officials, law enforcement personnel and non-governmental organizations.

Supporting States in building responsive, accountable and representative governments

The OSCE supports states build and consolidate democratic institutions, by helping governments become more responsive, accountable and representative.

By assisting countries in the OSCE region in building and consolidating democratic institutions, ODIHR helps governments, parliaments and courts become more responsive, accountable and representative. As part of this work, the Office observes elections and suggests ways to improve electoral systems, supports justice institutions to strengthen the rule of law and ensure respect for fundamental rights, reviews legislation to help countries develop effective laws, promotes equal participation of women and men in political and public life and supports civil society as a key pillar of democracy.

Respect for human rights and fundamental freedoms are central to the OSCE's comprehensive security concept.

In promoting respect for human rights as the inalienable birthright of all human beings, ODIHR monitors governments’ compliance with their commitments in this area. The Office provides states with advice and assistance and supports civil society with targeted training and education. Our work covers a broad spectrum of issues, ranging from the fundamental freedoms of religion or belief, movement, assembly and association, to the use of torture and death penalty, human trafficking, gender-based violence, human rights in counter-terrorism, and the impact of new technologies on human rights.

ODIHR promotes equal and inclusive societies where every individual can peacefully co-exist with others and where nobody is left aside because they are different. The Office has developed a collection of resources and programmes to help promote gender equality and protect the rights of ethnic, cultural, linguistic and religious minorities and majorities. Our work addresses racism, xenophobia, discrimination, hate crimes, anti-Semitism and other forms of intolerance, including against Muslims, Christians and members of other religions. ODIHR is actively engaged in improving the situation of Roma and Sinti communities and helps states ensure the rights of people with disabilities across the OSCE region.

Security through dialogue

Human Dimension meetings organized by ODIHR on a regular basis serve as a bridge between governments and civil society by bringing them together to discuss the implementation of a comprehensive set of human rights and democracy norms to which all participating States have committed.
